It's not a simple problem to solve and I suspect they haven't ironed it out yet. But the problem then becomes what to do when that season ends. So in Season 1 when you create a new character it shows up on a "new account" where you can't see any of your other characters and you can swap to different seasons via a tabbing system (like the stash). I'm not sure how easy to impliment but I guess it would be cool if your account got a "mini" account for each season. If you don't raise the limit then people have to delete characters they've spent a lot of time on and (potentially) items they farmed for if they have full stashes, which feels like a dissinsentive.
If you raise it by just 2-3 then you limit how much people can play on the new ladders and after 2-3 seasons you're back to square One If you allow fresh 6 character slots each season then you end up with a massive server bloat that the character limit was meant to prevent, and then should it be 10? (6 for HC 6 for SC) There are a few options but they all have decent drawbacks. To be fair they probably don't know how to deal with the situation.
